Stephen Saliah Kowo, I, is a current graduate of the Ibraham Badamasi Bahangida graduate school of International studies, University of Liberia with a master of Arts Degree in International religions. Previously, he obtains a bachelor of Arts degree from the same University prior to that, he obtained certificates in Deck and Engine from the Liberia Marine Training institute, Marshell and two diplomas in Nautical Science and Port and Shipping Management respectively from the Regional Maritime Academy, now the Regional Maritime University, Ghana. He is practical and well season maritime professional with solid foundation in Maritimes studies coupled with 20 plus years of experience in maritime safety inspections, incidents investigation involving ships and other maritime related issues.
Mr Kowo I, also receive certificates in the following areas: Shipping Agency, Port and Shipping Logistics, International System Management (ISM) Code and Survival at Sea. In term of special training and workshop, He attended a Lead Auditor Course on Harmonized ISM/ISPS/Marine Investigation in August 2021and in September of the same year a Liberia Flag State Inspector Course on ILO-Maritime Labor Convention, 2006. Other worships also attended are: Flag State Implementation (FSI), National Seminal on Port State Control, Ballast Water Management Convention, IMO National Workshop on maritime security, Marine Casualty and incident investigation and Interoperability Program Seminal on Port Physical Security (Facility/Port). Port State Control Officer- from November 1998- May 2010. Duties included inspecting Foreign vessels of 500GRT and above visiting our ports for the purpose of verifying that the condition of the vessels and its equipment comply with requirements of International Conventions and other applicable International Maritimes Laws. He was also responsible to conduct Casualty Investigation in incidents involving ships operating within the jurisdictional Waters of Liberia. Nautical Inspector- from July 2010- September 2022. Duties included Conducted Marine Safety Inspection on board vessels less than 500 gross tones within Liberia’s jurisdictional waters, sand and Mineral Mining Barges sailing sand in our rivers as well as Pleasure Craft. Manager, Small Watercraft- from October 2024- July 2026. Serve as head of Liberia’s Domestic Watercraft Program with the responsibility to inspect feeder vessels of about 500 GRT and below visiting our ports, locally built ships including cargo vessels badges and tankers as well as pleasure craft, sand dredgers and dredge pumps. Also, investigate incidents involving ships within Liberia’s jurisdictional waters and compile quarterly and annual reports of all shipping activities for the small watercraft section. Calvin S. Passawee is a graduate of the University of Liberia with a BBA Degree in Management/Public Administration. Mr.
Passawee attended a National Port State Control Seminal sponsor by the IMO in Liberia/Certificate. He also attended a Flag state implementation workshop in Liberia/Certificate. Mr. Passawee attended Regional workshops on the London Protocol, the AFS Convention and the Biofouling Guidelines held in Accra, Ghana by the Ghana Maritime Authority. He attended a Port Facility Security Training at the Liberia Maritime Training Institute. Mr. Passawee is a product of the Plunkett Foundation Oxford in Cooperative Development and Management. Mr. Passawee had gained a considerable experience and knowledge in the Maritime Industry. He was employed and served the Maritime Authority for eighteen (18) years in the department of Facilitation as Senior Facilitation Officer in both Monrovia Free Port and the Buchanan Port. He works for a World Bank Project as A Senior Commercial Aid/Officer. Calvin works with the SUVAGII Consultant Firm, a WHO Project as an Administrative Officer. Calvin served as an Administrative Assistant to the general Manager of the SKD Sport Complex.
Anthony B. Sayon obtained a BSC degree from Arab Academy of Science, Technology & Maritime Transport. Alexandria, Egypt, in maritime Administration.
Mr. Sayon obtained a certificate from the Regional Maritime Academy of Ghana in Nautical Science. He also attended the Liberia Marine Training Institute in Liberia and obtained a Certificate in Deck and Engine. Mr. Sayon attended several workshops in and out of Liberia, flag state inspection, facilities and security training (LMTI) Liberia Maritime Training Institute. Mr. Anthony Sayon work for the Liberia Maritime Authority for over 20 years as boad Monitor, facilitation officer and post state control officer at the Free Port of Monrovia. He was later transferred to the Greenville Port in Sineo as a port state control supervisor.
John Saylay Singbae II

John Saylay SINGBAE II, LL. L, LLM, PGDip, LLD (in view)
John Saylay Singbae II concentrates his practice in International Dispute Settlement, Public international law, the Law of the Sea, Environmental Law and Sustainability Law areas. He has gained considerable experience through practice, research and teaching in those areas of law.
John is Lecturer at the University of Liberia, where teaches courses on marine affairs and environmental governance. Currently, he is also a 2025 Research Fellow at the Environmental Law Institute (ELI), the world’s leading research institute on environmental and ocean issues. At ELI, John’s primary research focuses on strengthening ocean and coastal law and policy in the United States and internationally. John is a Doctoral Researcher (Doctor of Laws) under the South African Research Chair in the Law of the Sea (SARChI) at the Nelson Mandela University, South Africa. He holds a Licence en Droit (LL. L) from the Universite Cadi Ayyad de Marrakech, Morocco, a Master of Laws (LLM) specializing in International Law from the University of Cape Town, and Diploma in Law of the Sea from the Yeosu Academy of the Law of the Sea (Korean Maritime Institute). In addition to his postgraduate studies, has also undertaken specialized training in ocean governance at the international ocean Institute, in Cape Town, South Africa, advanced training in Transitional Justice at the British Institute of International Comparative Law (BIICL) in London, as well as an advanced certificate in Sustainability Law and Policy from the Cambridge University in the UK. His research enthusiasm has seen him participate both in international and local institutions. In 2024, he interned at the International Tribunal for the Law of the Sea (ITLOS) in Hamburg, Germany, as part of the Tribunal’s capacity building programs. During his internship, John conducted research of high quality and drafted legal papers on issues under consideration by the legal office. Notably, his research at ITLOS examined the significance of the inception of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable use of Beyond National Jurisdiction (BBNJ Agreement) to assess how effectively the Agreement fills the existing gaps in global ocean governance. Beyond academics, John is an alumnus of the Mandela Rhodes Foundation, former President Nelson Mandela’s leadership program for young scholars and emerging leaders in Africa, a member of the African Society of international law, and the South African International Law Association.
Isaac Q. Zulu

Isaac Q. Zulu is a trained maritime safety professional officer. He served as a Post State Control Officer in the post state Control department with emphasis in small watercraft operation for fifteen(15) years.
Mr Zulu worked with the Liberia National Port Authority, from a Cadet to a tug boad captain for over ten(10) years. He also worked with BAM international as a tug boad captain for two(2) years.Mr. Isaac Q. Zulu worked on a fishing vessel and an oil tanker for seven(7) year. Mr. Zulu holds a certificate from a Nautical College in Ghana. He also holds a basic train certificate in UK/London, STCW in according with anneux 11/Resolution,10 STCW. Mr Zulu attended several International and in service seminars and workshops in Marine Casualty and Incident Investigation, in Fisheries/MDA. Mark Massaquoi

Mack M. Massaquoi is a Liberian marine professional born in Monrovia, Liberia. He works as a Marine Inspector and has built a career focused on maritime safety, inspection, and regulatory compliance.
Over the years, he has gained specialized training in both national and international maritime standards. His professional development includes training in general maritime operations covering both deck and engine room duties at the Liberia Maritime Training Institute (LMTI). He has also participated in several International Maritime Organization (IMO)–related seminars in Liberia, focusing on flag state implementation and port state control inspections, which are essential areas in maritime regulation and vessel safety. In addition to these programs, Massaquoi received advanced technical training in submarine rescue and salvage techniques at the Navy Submarine Rescue & Salvage Techniques Academy of the People's Liberation Army in Qingdao, China. He further expanded his expertise in maritime safety by studying the handling of dangerous and hazardous cargo through the International Maritime Dangerous Goods (IMDG) Code program at the Regional Maritime University in Ghana. Beyond his technical maritime training, he pursued higher education in Political Science at the University of Liberia from 2010 to 2016. His combination of maritime operational training, international safety education, and academic studies reflects a professional background dedicated to maritime governance, inspection, and safety oversight.
